INTERDEPARTMENTAL RELATIONSHIP AND OVERLAPPING RESPONSIBILITES REFORM IMPERATIVES IN NIGERIA’S NATIONAL ASSEMBLY BUREAUCRACY

The increasing incidence of interdepartmental conflicts as a result of overlapping responsibilities in the Nigeria National Assembly Bureaucracy has been an issue of major concern for National Assembly governance. Several reforms have been instituted to address this challenges but with little or no progress seemed to have been made. Why are there consistent interdepartmental conflicts and overlapping responsibilities in the National Assembly? This paper is tailored toward an evaluation of the level of interdepartmental relationship and overlapping responsibilities reform imperatives of the National Assembly bureaucracy. The research design was content analysis using secondary data. Using a qualitative historical–institutional methodology based on documentary analysis, the study finds that while reforms—particularly those following the National Assembly Service Act (2014)—have expanded career progression and professionalization, persistent challenges remain in the form of jurisdictional conflicts, fragmented training functions, and overlapping mandates. The findings of the study showed that the duplication of offices, politicization of appointments and selections for training programs were responsible for interdepartmental conflicts. The study recommended amongst others the adherence to meritocracy and professionalism in appointments and harmonization of duplicated staff training agencies.
